What we have done on this site
The site uses a semantic, hierarchical heading structure, can be navigated fully by keyboard, and has a "Skip to content" link at the top of every page. Meaningful images have text alternatives, each page declares its language and text direction (right-to-left or left-to-right) in the code, and the layout adapts to phones, tablets, and desktop screens.
Known limitations
